面临外部竞争加剧和内部管理体系变革的双重压力,我国供电企业的管理形势十分严峻,企业人力资源开发和管理工作存在许多与现代经济发展不适应的地方,其中,对中层管理人员的培养、考察和任用工作中存在不科学和不客观的问题。改革沿袭多年的人事管理思想迫在眉睫,树立现代人力资源观念至关重要。本文旨在从供电企业的本质特征出发,以现代管理科学研究的最新成果为依据,对传统供电企业中层干部考核存在的弊端进行剖析,构建了新的中层干部评价体系。
Faced with the dual pressures of exacerbated external competition and internal management system reform, the management situation of China’s power supply enterprises is very grim. There are many places where the development and management of human resources do not meet the needs of modern economic development. Among them, the training and inspection of middle management personnel There are unscientific and non-objective issues in the appointment process. It is imperative to reform the thought of personnel management that has been followed for many years. It is of vital importance to establish the concept of modern human resources. Based on the latest achievements of modern management science research, this dissertation aims to analyze the shortcomings of middle-level cadres’existing in traditional power supply enterprises, and builds a new middle-level cadre evaluation system.
