本文从经济、社会和政策的视角分别探讨了公立医院的“以药养医”、“医患纠纷”、“过度医疗”问题,进而提出了新常态下“公立—公共—公益”价值整合的公立医院发展路径。即,一方面是关系和权力的强化,包括通过更具激励性、专业性和精细化的绩效管理,强化公立医院的用人自主权;通过医疗服务信息的公开化、透明化,强化消费者对医护服务的知情权、选择权;通过医疗保险机构的专业化、组织化咨询,强化消费者对公立医院的监督权、评价权;另一方面是关系和权力的弱化和间接化,主要是政府将公立医院具体的人、事、资产管理权,通过行业性和专业性的法律法规与行业规章下放给相应的专业机构。
