信贷业务的迅速拓展,客观上要求农发行创新信贷管理方式,提升信贷服务水平。今年以来,农发行湖北省分行针对业务快速发展条件下信贷运作存在的不适应问题,结合实际,创造性地进行了审贷机制改革。他们依托省级分行客户、信贷、风险三个部门,整合全省信贷力量,组建贷款调查(评估)、贷款审查、贷款监测等三个中心,并通过实行限时服务、业务公示、动态管理、学习培训、考评奖励等制度,采用松散型和集中型相结合的管理方式,完善办贷机制,提高办贷质量和工作效率,实现了信贷流程的高效运作和信贷风险的有效治理,较好解决了业务发展中信贷人员不足的矛盾,造就了一支较高素质的信贷队伍。根据郑晖行长的批示,现刊发他们的做法,供学习借鉴。
