在改革开放的大潮中,股份制企业脱颖而出,并日益显示其巨大的生命力。 近十年来,农垦企业实行的承包经营责任制,使垦区的农业生产有了长足的发展。但是当前,在我国农垦企业中,普遍存在着资金不足、设备陈旧、技术落后、企业内部管理不力。产品在市场上竞争力不强,企业行为无人负责等问题。目前,国家对农垦的资金投入是很有限的,不足以较快地改善农垦生产技术落后的面貌。要增强国营农垦企业的活力,使垦区企业迈上一个新台阶,必须转换农垦企业经营机制,把股份制经营引入农垦企业并逐步加以推广,这是解决上述问题的有效途径。
In the tide of reform and opening up, joint-stock companies have emerged and are increasingly showing their tremendous vitality. In the past ten years, the responsibility system of contracted management implemented by agricultural enterprises has brought about considerable development in agricultural production in the Reclamation Area. However, at present, there are widespread shortages of funds, outdated equipment, backward technology, and weak internal management in China’s agricultural enterprises. The product is not competitive in the market, and no one is responsible for corporate behavior. At present, the state’s investment in agricultural land is very limited, and it is not enough to improve the backwardness of agricultural production technology. To enhance the vitality of state-owned agricultural enterprises and make them a new level, it is necessary to transform the operating mechanism of agricultural enterprises, and introduce shareholding systems into agricultural enterprises and gradually promote them. This is an effective way to solve the above problems.
