本文通过对“费改税”后公路建设和养护资金供需矛盾的前景预测 ,以及对资金筹措的政策环境和存在问题的分析 ,结合西部大开发实际 ,提出了加大公路建设筹措资金的具体建议 :争取项目 ,争取资金 ;开放公路建设和经营市场 ,转让公路收费权 ;统筹解决效益差的公路建设项目筹资 ;争取国家建设债券投资、政府提供贷款担保解决公路建设资金 ;公路养建资金管理立法 ,实行中央和省级预算管理。
