在社会保障体系尚未健全的情况下,企业大批富余人员无法推向社会,相当数量的人员只能通过企业办“三产”来自我消化。这是企业办社会的典型表现,也表明了企业劳动用工制度改革未能获得实质性的进展。企业“三产”究竟能不能脱离母体的怀抱,既做到让富余人员在有组织的状况下到社会上自谋生路,保证社会的安定,又使得企业的劳动用工真正活起来?对此,宝钢的“三产”用自己的实践递交了一份很有价值的答卷,给了人们不少启示。
In the absence of sound social security system, a large number of surplus personnel cannot be pushed into the society. A considerable number of personnel can only be digested through the “three industries” of the enterprise. This is a typical performance of the enterprise-run society. It also shows that the reform of the enterprise labor employment system has failed to make substantial progress.
