在经济全球化和区域经济一体化的大背景下,海内外港口之间的竞争已经提升为航运中心的争雄;而在这场港口群重新洗牌的竞争与合作中,出现港口资源整合的现象,乃至形成国际航运中心的组合港,则是客观的必然。究竟东北亚国际航运中心最终花落谁家,归根到底还要由市场竞争和实力抗衡来决定。因为国际航运中心不是单一港口的概念,也不仅仅是港口城市功能提升的概念,它必然是区域经济的一种竞争态势和整合模式。
