笔者通过多年参加大兴安岭林管局人工更新造林实绩核查工作发现，由于调查设计造林地域选择不当，设计人员素质有待提高，施工不按设计进行等原因，致使造林面积损失较大，并存在一定误差。加之受自然灾害和病虫鼠害、抚育管理问题、施工质量问题，以及存在的其它问题，导致造林成活率不高，补植面积达１２．４％，造成人力、物力和财力的浪费。为此，建议除建立健全森林资源档案、加强设计队伍技术培训、加强施工质量检查外，有关部门还应在核查指标体系方面进行改革，以使大兴安岭林区人工更新造林工作更上一个新台阶，提高到一个新水平。

Therefore, it is suggested that in addition to establishing and perfecting archives of forest resources, strengthening technical training of design teams and strengthening construction quality inspection, relevant departments should also carry out reforms in the verification index system so as to make artificial regeneration and afforestation work in Daxinganling Forestry Area to a new level, Improve to a new level.
