为了适应铁路跨越式发展形势,满足铁路高速、重载需要,保障铁路运输安全,提高铁路物资质量的管理水平,2006年5月19日铁道部下发的《铁路建设项目物资设备管理办法》第六章第二十六条中明确提出“铁路建设物资设备实施采购、建设、使用全过程管理,建设单位、工程承包单位应建立健全物资设备质量跟踪追溯制度,落实物资设备采购供应单位的质量责任。”为了落实铁道部关于《铁路建设项目物资设备管理办法》的精神,北京铁路局计划建立铁路重要物资质量安全跟踪追溯系统。
