公开选拔领导干部(以下简称公选)制度是我国新时期干部人事制度改革的重要成果,这项制度通过引入考试形成公开、平等、竞争、择优的干部选任机制,有利于促使优秀领导干部人才脱颖而出,能有效防治论资排辈和克服选人用人上的不正之风。公开选拔领导干部这一新生事物出现了有二十年左右的时间,作为公开选拔领导干部工作重要环节之一的结构化面试出现的时间更短,但是由于其产生的实际效果很好,所以各地的公选对结构化面试情有独衷,它对于我国干部人事制度改革迅速向前推进起到了重要的作用。本文选取公选结构化面试测评体系为主要研究对象,试图分析公选结构化面试的测评体系的涵义,指出公选结构化面试的测评体系的基本要素等理论问题。
