李敷仁,1899年4月29日生于陕西咸阳县北杜镇一户贫苦家庭。曾两次从军,后回乡任教,曾任《老百姓》报和《民众导报》的主编、延安大学校长、西北人民革命大学校长、西北军政委员会文化部副主任等职,为培养革命和建设人才,倡导报刊革命化、大众化,宣传反帝反封建思想,促进抗日民主运动和人民解放事业的发展作出了重要贡献。
