乡镇是我国行政体系中的基本单位,也是依法行政、依法治理的前沿阵地。随着法制社会的推进,依法治国方略的实施,各执法职能部门相继在乡镇设立执法机构,加强执法力量,规范执法行为。这一方面表明乡镇行政执法问题得到重视,另一方面又从深层次上暴露了乡镇执法机制不全,执法力量不足,执法力度不大的问题。乡镇政府能否依法行政,必然影响着依法治国方略能否真正实现。因此,研究和探讨乡镇行政执法能力现代化问题具有理论和现实意义。
Towns and townships are the basic units in our administrative system and also the frontline positions for administering by law and governing according to law. With the promotion of the legal system and the implementation of the strategy of governing the country according to law, all law enforcement departments successively set up law enforcement agencies in townships and towns to strengthen law enforcement and regulate law enforcement. On the one hand, this shows that the issue of administrative law enforcement in towns and townships has been given priority attention. On the other hand, it has revealed in depth the issue of incomplete law enforcement mechanisms in towns and townships, inadequate law enforcement powers and little law enforcement. Whether the township government can administer according to law will inevitably affect whether the strategy of governing the country according to law can be truly realized. Therefore, it is of both theoretical and practical significance to study and explore the modernization of the capacity of administrative law enforcement in towns and townships.
