作为我国最早推行购买公共服务的地方政府,上海市目前已在政府购买公共服务的制度建设方面取得了长足进展。在具体实施过程中,资金来源多元化、操作流程规范化、操作方式多样化是上海市政府购买公共服务的操作模式特征。建立起分层级执行的操作框架、项目制运作的执行模式、跨部门协同的保障机制是上海市推进政府购买公共服务的主要经验。建立起完善的制度框架体系、全面的绩效评估体系、完备的风险管控体系是上海市推进政府购买公共服务的主要启示。
As the first local government in our country to purchase public services, Shanghai has made great strides in the system of government procurement of public services. In the specific implementation process, diversified sources of funds, standardized operating procedures, and diversified operating modes are characteristics of Shanghai municipal government’s mode of operation for purchasing public services. The establishment of an operational framework at different levels of implementation, the mode of operation of project operations and the safeguard mechanism of cross-departmental cooperation are the major experiences of Shanghai in promoting government procurement of public services. Establishing a sound institutional framework, a comprehensive performance evaluation system and a complete risk management and control system are the major inspiration for Shanghai to promote government procurement of public services.
