自2003年4月1日起生效的德国《武器管理法》规定,今后枪支及与之相关的物品允许采用全自动军用枪的外观。因此这就给玩具枪、高档模型枪,亦或用于打猎和体育射击的枪械开辟了一片天地。这一法规的出台对欧美轻武器市场产生了较大的冲击,也引起了社会各界的普遍关注,一时众说纷纭。许多“道德卫士”称其为“打开潘多拉之盒”,而“惟利是图”的军火公司和众多的枪械爱好者则持肯定态度。 新法规的来龙去脉如何?对民用枪械将产生怎样的影响?笔者将来自德国方面的资料进行编译、整理,以使读者窥其究竟。
The German Arms Management Act, which entered into force on April 1, 2003, stipulates that the future of firearms and their associated objects permit the appearance of fully automatic military guns. This therefore opens up a world of toy guns, upscale model guns, or firearms for hunting and sports shooting. The promulgation of this law has had a great impact on the market of light weapons in Europe and the United States. It has also caused widespread concern in various sectors of the community. Many “moral guards” called it a “box open Pandora”, while the “mercenary” arms company and a large number of gun enthusiasts are positive. How the new rules and regulations go? Civilian firearms will have what kind of impact? The author will compile information from Germany, finishing, so that readers glimpse it.
