在现代化的进程中,需要进行大型建设工程。这类工程的特点往往是规模大、时间紧、范围广。在工程建设中,既要做好工程建设,又要保护好文物,而两者之间经常会产生矛盾。因此需要工程管理部门和文物管理部门依据《中华人民共和国文物保护法》,从全局出发,以科学发展观来看待,做好协调工作。工程中必须保护的文物,工程部门要作出调整, 使文物完整地保存下来;对于其他文物,文物部门要采取适当的措施,进行科学的抢救工作．将损失减少到最小。文物是不可再生的,如处理不当,必将带来不可弥补的损失。
