针对创新与发展转型中反映的问题,本文认为,需要在政资、政企进一步分离的环境下,进一步理顺国资国企体制机制,探索国有资本在促进转型中的资本引擎作用。与此同时,强化创新转型的核心作用——构建完善集政、产、学、研、资融合的要素平台及其支撑体系;激励创新转型的骨干力量——充分发挥各类不同所有制企业的科技领军人物及其团队的创新能力。
In view of the problems reflected in the transformation of innovation and development, this paper argues that the institutional mechanisms of state-owned assets owned by SOEs need to be further rationalized and the capital-engine role of state-owned capital in facilitating the transformation needs to be explored under the circumstances of further separation of government from capital and between government and enterprises.
