电信普遍服务一词来自英语telecommunlca-tion universal service,是指任何社会成员无论收入高低、居住何地都有权享受电信服务的公共政策。伴随着电信私有化、全球化的进程,各国电信管制部门对资费、许可证、频率分配等方面的管制都逐渐放松的情况下,对普遍服务的管制却越来越重视,让全体国民享受基本的电信服务已成为各国政府的一项基本国策,这要求担负信息传输重任的电信业承担起普遍服务的义务。在各国的政策或法规中,普遍服务有不同的提法,但是其服务对象主要是:经济发展落后、居民用不起电话的地区;偏远乡村、人口稀少地区;建设网络基础设施花费大,致使电话成本过高的地区;任何地区的无力支付电话费用的贫民、病弱伤残人员等。
