目前,全国参加失业保险的单位已达53.3万个,覆盖职工和从业人员9500万人,年享受失业救济的近200万人次。这表明,我国失业保险事业已得到了长足的进展。同时,我们在调查中也发现,当前失业保险工作中还存在着许多矛盾和困难。市场经济快速发展与失业保险覆盖面窄的矛盾在市场经济中,由于价值规律和竞争规律的作用,不可避免地会出现一些企业因经营管理不善而破产、倒闭、裁员,产生职工失业的情况。如果没有失业保险对失业者提供基本生活保障,就会增加企业与职工的摩擦,也很难落实企业的用人自主权和劳动者的择业自主权。因此,在市场经济快速发展的情况下,必须把失业保险的覆盖面尽快扩大到所有城镇劳动者,国家机关的公务员和事业单位的职工也应纳入失业保险范围。职工失业增多与失业保险基金承受能力不足的矛盾
