水电在节能减排和低价上网等方面为社会和经济做出了巨大贡献;但水电开发面临着优质资源开发殆尽、移民补偿标准大幅度提高等难题,再加上物价上涨,致使水电项目造价猛增。为促进水电的可持续发展,须合理确定未来水电价格机制,包括打破标杆电价实行个别定价、试行流域电价、改进成本加成法、出台有偿辅助服务电价等。其中流域电价是可尝试的一种方式,文中进行了重点论述,提出可按基于成本或基于市场两种方式来测算电价,并列出了测算公式。
Hydropower has made great contributions to society and economy in areas such as energy conservation and emission reduction and low-cost Internet access.
