近日,北京悄然推行的“3581”工程(本刊总第164期经济观察14版曾予以报道)在全国掀起了一股浪潮,一句“今天你被阳光了吗?”蕴含着多少希望,多少感慨;曾几何时,“低工资、多补贴、泛福利”被认为是中国公务员薪酬制度的特点,往往只有职务晋升才有工资级别上的实质调整,有专家说,由北京而起的“阳光工资”改革,是第四轮工资改革的前奏,只是对10年不变的公务员工资制度的一次修补,更全面的改革,有待于工资制度、人事制度和财政制度改革的联动。
