本文是关于湖北省一个农村基层组织动员农民进行市场化经营的两个案例比较研究。在这两个案例中,由于动员主体的差异,从而导致动员方式和动员效果的明显差异。本文试图说明,在当前基层组织动员能力弱化,而市场机制不完善的情况下,靠政府或市场的单一动员主体很难达到动员的效果和目的。但是,如果将政府与市场两个动员主体有机结合,其动员能力却能非常强劲。因而,在当前社会主义新农村的建设中,要想动员农民参入市场化经营;加快新农村建设的步伐,除了完善农村市场机制外,“政府+市场”式动员主体是不容忽视的。
This article is a comparative study of two cases of a rural grass-roots organization in Hubei Province mobilizing peasants to conduct market-oriented management. In both cases, due to differences in the mobilization of the main body, which led to significant differences in the mobilization and mobilization effects. This article attempts to show that under the current weakening mobilization capacity of grass-roots organizations and the imperfect market mechanism, it is very difficult to achieve the effect and purpose of mobilization by means of a single mobilization body of the government or the market. However, if the government and the market are mobilized to combine the two main body, its mobilization ability can be very strong. Therefore, in the current construction of a new socialist countryside, it is necessary to mobilize the peasants to participate in the market-oriented operation. Accelerating the pace of building the new countryside can not be ignored in addition to perfecting the rural market mechanism and the main body of “government + market” mobilization.
