中央下发的《深化干部人事制度改革纲要》明确提出,到2010年,要建立起一套与建设有中国特色社会主义经济、政治、文化相适应的干部人事制度,为建设一支符合“三个代表”要求的高素质干部队伍提供制度保证。基本目标是:建立起能上能下、能进能出、有效激励、严格监督、竞争择优、充满活力的用人机制;完善干部人事工作统一领导、分级管理、有效调控的宏观管理体系;形成符合党政机关、国有企业和事业单位不同特点的科学的分类管理体制,建立各具特色的管理制度;健全干部人事管理法规体系,努力实现干部人事工
