在介绍WTO《农产品协议》和美、日、欧盟“绿箱”政策的基础上,指出我国“绿箱”补贴制度存在财政对农业投入严重不足、农业补贴体制不适应WTO的业规则、农业生态环境处于整体下降的局面和农业投资的结构不合理等不足。我们应该从拓展“绿箱”补贴政策空间,调整我国的“绿箱”支持结构;改革补贴体制机制,增加对农民生产者的直接补贴;加强现行“绿箱”政策补贴的薄弱环节,资助农村居民教育培训;创新和完善我国“绿箱补贴”法律制度体系方面进行完善。
On the basis of introducing the WTO “Agreement on Agricultural Products” and the “Green Box” policy of the United States, Japan and the EU, it is pointed out that there is a serious shortage of fiscal investment in agriculture in our “green box” subsidy system and the agricultural subsidy system does not meet the WTO rules , The overall decline of agro-ecological environment and the irrational structure of agricultural investment.
