作为中国西部的一个欠发达省份,陕西省的经济和社会发展指标在全国的排位显然偏后。但是,陕西省的养老保险工作无论在管理体制、确保发放和社会化发放等方面,都走在全国的前列,受到国务院领导及劳动保障部的肯定,众多省市到陕西取经,业内人士称之为奇迹。时至今日,除直辖市外,全国仍然没有一个省份像陕西这样运作。原因何在?是陕西模式缺乏共性,无法借鉴?还是陕西模式存在弊端,没有发展前途?本文试图通过对陕西养老保险模式的特点、产生的原因的分析,论证陕西模式的优势,寻找陕西模式存在的主要问题,探索解决问题的办法。
As an underdeveloped province in western China, the index of economic and social development in Shaanxi Province is clearly behind the rest of the country. However, the pension insurance in Shaanxi Province is at the forefront of the country regardless of its management system, issuance of social security payments and so on. It has been affirmed by the leadership of the State Council and the Ministry of Labor and Social Security. Many provinces and cities have come to Shaanxi to learn from them. For miracles Today, except for the municipality directly under the Central Government, there is still no other province in the country that operates like Shaanxi. What is the reason? Is Shaanxi model lack of commonality, can not be used for reference? Is there any defects in Shaanxi model, there is no future for development? This paper attempts to analyze the characteristics of Shaanxi pension insurance model, the reasons for the analysis of the advantages of Shaanxi model to find the Shaanxi model Main problems, explore ways to solve the problem.
