在现代社会体系中,服务主体是多元的。政府无法包揽社会事务全部,政府的职能边界在分清实施与转变、自为与流转、坚守与消亡的界定中将得以进一步确定。引入其他社会主体参与公共服务是主体结构理性的体现,培育和发展社会中介组织,发挥社会组织承接政府职能转移,是主体结构理性的核心内涵。服务型政府的权力运行结构理性需要厘清服务和统制关系的内在结构、权力运行的刚性形式与柔性形式的内在关联、政府自利性与公共性的价值结构的塑造。政府责任结构理性需要与在民众意向中寻找落脚点,政府是不是履行了服务,有没有尽到服务责任,归根到底要民众说了算。
In the modern social system, the main service is diverse. The government can not take all the social affairs. The boundary of the government’s functions can be further defined in the definition of implementation and transformation and the definition of “circulation and persistence and demise.” The introduction of other social subjects to participate in public service is the embodiment of the rational structure of the main body. Cultivating and developing social intermediary organizations and giving play to the social organizations to undertake the transfer of government functions are the core connotations of the structural rationality of the main body. The rational structure of the operation of the service-oriented government needs to clarify the inherent structure of the relationship between service and control, the inherent connection between the rigid and flexible forms of the operation of power, and the shaping of the value structure of the government’s self-interest and publicity. The rational needs of the government responsibility structure and the search for a foothold in the public intentions, the government is not fulfilling the service, did not do the service responsibility, in the final analysis to the public.
