海河流域年降水量不高，年际变化大，年内分布不均。流域内京津地区水资源严重短缺，只有从多方面采取措施，才能解决本地区工农业及人民生活用水问题。在外流域引水近期尚难实现的情况下，充分利用本流域现有水资源是应当首先做到的。为达此目的，必须从以下方面努力：（１）从现实出发，恰当选择防洪标准。（２）能合理地估计水文情势，改进设计洪水分析的途径及方法。（３）能泄才能蓄，是解决防洪兴利矛盾的可行途径。（４）改进管理工作，实现防洪兴利统一科学调度。
The Haihe River Basin Annual Precipitation is not high, large interannual variation, uneven distribution throughout the year. The serious shortage of water resources in the Beijing-Tianjin region in the basin can only be solved by resolving the problems of water used in agriculture, industry and people in the region through measures taken in various aspects. In the case that water diversion outside the watershed is difficult to be realized in the near future, it is necessary to make full use of the existing water resources in this basin. In order to achieve this goal, efforts must be made in the following aspects: (1) From the reality, proper selection of flood control standards. (2) It can reasonably estimate the hydrological situation and improve the ways and methods of design flood analysis. (3) It can save and accumulate, which is a feasible way to solve the contradiction between prosperous benefit and flood control. (4) Improve management and achieve a unified scientific scheduling of flood control and profit improvement.
