1.提供融资便利,完善融资体系。(1)进一 步深化商业银行改革,加强国有商业银行对非国 有经济的金融支持,组建专门的非国有经济信贷 部门,为民营企业借贷提供信息咨询,完善金融服 务体系。(2)大力发展地方性民营中小商业银行, 加快建立和完善中小商业银行的市场准入和退出 标准、风险管理制度、竞争规则以及监管办法;加 快建立中小企业信用担保体系、社区银行系统、民 营投资基金等,解决民营企业尤其是民营中小企 业融资难问题,将信贷体系划分不同等级,并根据 不同服务对象确定工作重心,以有效分流国有银 行信贷压力,更好地满足民营企业发展需要。
1. To provide financing facilities, improve the financing system. (1) Further deepen the reform of commercial banks, strengthen state-owned commercial banks’ financial support to non-state-owned economy, set up specialized non-state-owned economic credit departments, provide information consultation for private-owned enterprises to borrow and lend, and improve the financial service system. (2) Vigorously develop local private small and medium commercial banks, speed up the establishment and improvement of market access and exit standards, risk management systems, competition rules and regulatory measures for small and medium-sized commercial banks; accelerate the establishment of SME credit guarantee system, community banking system, Investment funds and so on. To solve the problem of financing difficulties for private enterprises, especially privately-run small and medium-sized enterprises, the credit system is divided into different levels and the focus of work is determined according to different service targets so as to effectively divert the credit pressure of state-owned banks and better meet the development needs of private enterprises.
