河北省承德地区二轮承包企业总数313个。由于企业门类较全,规模较小,基础条件不尽相同,因此,采取灵活适宜的特殊政策,3个月就实现了两轮承包的平稳过渡。在整个承包过程中,处理好了6个方面的关系: ——正确处理稳定与完善的关系。二轮承包伊始,各方面反应不一。为使企业干部全面认识承包制的意义,采用“四去”的方法,在实践中发展完善承包责任制。首先“沉下去”,解剖麻雀,深入调查研究。先后组成调查组,到全区232个企业调查首轮承包情况,写出调查报告,分析并掌握了基本情况;其次“走出去”,参观考察,借他山之石以攻玉。组织各县和企业的领导多次到先进地市学习取经,启迪了思路,开阔了视野,进一步完善丰富了承包内容及办法;再次“喊出去”,广泛宣传发动,形成承包“大气候”。多次召开研讨会、座谈会,并利用报纸、广播、简报、橱窗等多种形式大张旗鼓进行宣传,统一思想认识,坚定承包方向;最后,“钻进去”,反复论证,制订新一轮承包政策。全区地、县两级共制订政 The total number of second-round contracted companies in Chengde, Hebei Province was 313.
