建国以来我国实施的社会救助主要是传统型救助,改革开放后国家放松了对人口流动的限制,流动人口数量增加,城市流动人口的贫困问题也随之出现。现行的社会救助政策在解决城市流动人口贫困问题方面并未很好地发挥出应有的作用。文章通过分析,引入积极救助理念,试图构建起解决城市流动人口贫困问题的积极型救助政策,并为其他群体救助政策的建构提供参考。
Since the founding of our country, the social assistance implemented in our country has been mainly the traditional aid. After the reform and opening up, the state has relaxed the restrictions on the population flow, the floating population has increased, and the poverty of the urban floating population has also emerged. The current social assistance policy does not play its due role in solving the problem of poverty among urban migrants. Through the analysis and introduction of the concept of active assistance, the article attempts to build an active assistance policy to solve the problem of poverty in urban migrants and provide reference for the construction of relief policies for other groups.
