劳动关系是现代社会关系的重要基础。劳动关系是否和谐,不仅事关劳动者的切身利益,对经济发展和社会和谐也会产生重要影响。2005年,市人大常委会将劳动者维权执法检查作为四大监督项目之一,检查组每到一处,都要关切地询问劳动者,是否与企业方集体协商,签订了集体合同。2006年11月29日,市十二届人大常委会第三十二次会议又对市政府提请审议的《上海市集体合同若干规定(草案)》进行了分组审议。
