随着各国经济的发展和全球贸易自由化程度的提高,作为中国农产品出口产品中的主要创汇产品——畜产品,因其低技术、低价格的现状经常引起进口国通过SPS措施实施制裁。因为SPS壁垒主要针对农产品在卫生检验检疫方面设限,隐蔽性很高,致使SPS协议对中国畜产品出口的影响也逐渐增强。本文从SPS协议的理论分析入手,阐述SPS协议对中国畜产品出口贸易的影响并通过分析中国畜产品出口受SPS协议制约的原因,借鉴国外的先进经验从而从政府角度得出中国畜出口贸易应对SPS措施的策略。
As the economic development of various countries and the increase of global trade liberalization, the status quo of low-tech and low prices as the main foreign exchange earning product in the export products of Chinese agricultural products often causes the importing countries to impose sanctions through SPS measures. Because the main barriers to SPS for agricultural products in the health inspection and quarantine restrictions, hidden high, resulting in SPS agreement on the impact of China’s livestock products exports also gradually increased. This article starts from the theoretical analysis of the SPS protocol, expounds the impact of the SPS protocol on the export trade of China’s livestock products and analyzes the reasons why the export of China’s livestock products is constrained by the SPS agreement, draws on the advanced experience of other countries, Strategy of SPS measures.
