运用系统论观点分析了我国煤炭企业的人力资源管理现状,根据我国煤炭企业的特点构建了煤炭企业人力资源管理体系,分别从权责管理层级、人才资源创造和文化制度保障和操作实施平台四个方面进行了论述。
