在对藏族习惯法进行一个全景式考察的基础之上,从不同的视角对群体性事件的发生原因进行多元化诠释,发现其中可以成功进行危机干预的规则和原则,对防止社会群体性事件发生、扩大的危机干预长效机制进行制度上的设计。对于藏区而言,只有在制度上给予供给和保障,才能从根本上发挥其优势,达到经济发展和社会稳定的双赢局面。同时,此项研究对于构建和谐、平等的民族关系,保持社会稳定与维护祖国统一等具有非常重要的现实意义。
On the basis of a panoramic survey of Tibetan customary law, this article conducts a pluralistic interpretation of the causes of mass incidents from different perspectives and finds out the rules and principles in which crisis intervention can be successfully carried out. It is also necessary to prevent the occurrence of social mass incidents , Extended crisis intervention long-term mechanism for institutional design. For Tibetan areas, only by providing them with systems and guarantees can they basically exert their advantages and achieve a win-win situation of economic development and social stability. At the same time, this study has very important practical significance for building a harmonious and equitable national relationship, maintaining social stability and safeguarding the unification of the motherland.
