治水害,兴水利是一项政府行为,其职责由水利人去履行本文着重从政策角度讨论履行水利职责所必须的经济支撑问题。一、我县支撑水利人履行职责的经济形式。从我县的情况来看,支撑水利人履行职责的经济途径有三个:一是财政拨款,二是通过市场而获得,三是由水利政策提供。改革开放以前其支撑来源仅由财政和政策上获得,改革开放以后其支撑来源由财政和政策转向财政、政策及市场,进一步转化后即由市场和政策二个内容提供,当前采用的是最后一种形式。
