介绍美国西部协调委员会所制订的新的可靠性准则。重点介绍输电系统规划可靠性准则以及系统最小运行可靠性准则，以期能在我国电力系统可靠性准则制订中起到借鉴作用。
Introduce the new reliability guidelines developed by the American West Coordinating Committee. The emphasis is on the transmission system planning reliability criterion and the system minimum operating reliability criterion, so as to be able to play a reference role in the formulation of the reliability criterion for China’s power system.
