After the Third Plenary Session of the Eleventh Central Committee, the Department of Culture and Education of Bishan County changed its leadership style, went deep into the grassroots, strengthened investigation and research, and acted according to the objective laws of education, helping the grassroots to solve practical problems in a down-to-earth manner. In the past, the destruction of Lin Biao and the “Gang of Four” caused the leading bodies of schools at all levels to either fail to complete or did not understand. Since March last year, the county’s Department of Culture and Education has successively selected forty-five teachers for leadership positions at all levels of the school. Most of these teachers have worked on the first line of teaching.
