前言改革开放以来,广东的经济发展很快。随着广东经济快速增长,用电也大幅度增加。近15年来,广东的用电量年平均增长14.9%,比全国高出6.6个百分点。2000年底,广东发电装机已达3190万千瓦。年发电量1353.5亿千瓦时。尽管其电力发展很快,但仍难以满足用电剧增的需求。广东由于受煤炭、水力资源、环保及运输条件等制约,难以按需求建设大型发电工程。电力已是影响广东经济能否持续快速发展的关键因素之一。早在20世纪80年代,国家就着手在广西、贵州界河的南盘江(红水河上游)建设天生桥一、二级水电站,同时建设天生桥至广州500千伏超高压输电工程。天广500千伏超高压输电工程把我国西南部的云南、贵州、广西等省(区)丰富的电力资源与经济快速发展的广东联系起来,初步形成了我国南方西电东送的战略格局。2000年,中央在作出西部大开发的战略决策时,把“西电东送”作为这个战略决策的重要措施之一。
Foreword Since the reform and opening up, Guangdong’s economy has developed rapidly. With the rapid economic growth in Guangdong, the use of electricity has also increased significantly. In the past 15 years, the average electricity consumption in Guangdong has increased by 14.9% annually, which is 6.6 percentage points higher than the national average. By the end of 2000, Guangdong had installed 31.9 million kilowatts of power generation. The annual power generation is 135.35 billion kWh. Despite its rapid power development, it is still difficult to meet the surge in demand for electricity. Due to the constraints of coal, hydropower resources, environmental protection, and transportation conditions, it is difficult for Guangdong to build large-scale power generation projects as required. Electricity is one of the key factors affecting the sustainable and rapid development of the Guangdong economy. As early as the 1980s, the state began to build the Tianshengqiao 1st and 2nd-level hydropower stations in Nanpanjiang (upper reaches of the Hongshuihe River) in the border rivers of Guangxi and Guizhou, and at the same time built the Tianshengqiao to the Guangzhou 500kV EHV transmission project. The Tianguang 500 kV EHV transmission project links the abundant power resources of Yunnan, Guizhou, Guangxi and other provinces (autonomous regions) in the southwest of China with the rapid economic development of Guangdong, and has initially formed the strategic pattern of China’s southwest power transmission from the south to the east. In 2000, when the central government made a strategic decision on the development of the western region, it considered “transmitting power from the west to the east” as one of the important measures for this strategic decision.
