近来,我們先后收到了第一二四设计院和电务設計事务所的61年标准設計工作总結和62年标准设计工作意见。它們从許多方面反映了我們铁路标准設計工作的发展面貌,每个文件都以显著的事实和数据,反映了61年所取得的成績,特別是表明了标准設計文件質量获得較大的提高。証明了第五次全路标准設計座談会所指出的以整顿修改为主的方針的正确性。值得介绍的是,各地区管理单位和专业主管单位在过去的一年中,初步掌握了标准设计的发展规律,並开始摸索到一些经验建立了組织和制度。如电务設計事务所从实际出发,随着专业技术的发展,把标管工作步步深入,由一般性的管理进入了技术性的管理,第二,四设计院大力开展院內标管工作的經驗和它們加強地区标管工作的計划措施以及第一設計院的西北地区开展62年标准设计工作七項措施等等,都是值得学习的。第一設計院的七項措施,可以作为各单位参考,我們己专文轉发各有关单位,本文不赘述。由于时間关系我們还没有收到第三设计院这方面的文件,不能作体的介紹。但据了解,三院在标准設計编制与管理工作方面取得了很大进步,而且在地区等工作方面积累了較多的经驗,给其他单位树立了榜样。限于我們的工作水平和本刊篇幅,对这些文件的摘要可能会有不尽全面,希予指正。再者,摘录时对原文某些字句略有改动,特此说明。
Recently, we have received the 61-year standard design work summary and the 62-year standard design work proposal of the 124th Design Institute and the Electric Design Office. They reflect the development aspect of our railway standard design work in many aspects. Each document has significant results and data reflecting the achievements made in the past 61 years, and in particular shows that the quality of standard design documents has been greatly improved. It proved the correctness of the reform-oriented policy pointed out at the 5th National Standard Design Symposium. It is worth mentioning that in the past year, the regional management units and professional supervisory units have initially mastered the development rules of standard design, and have begun to explore some experiences to establish the organization and system. For example, the Electric Design Office starts from the actual situation. With the development of professional technology, the work of the standardization management is step by step, and the general management has entered into the technical management. The second and fourth design institutes have vigorously carried out the experience of in-hospital standardization. And their plan to strengthen the regional standardization work and the Seven Measures of the First Design Institute to carry out 62 years of standard design work in the Northwest are all worth studying. The seven measures of the First Design Institute can be used as a reference for each unit. We have forwarded specific articles to each relevant unit. This article will not go into details. Due to the time constraints, we have not yet received the documents of the Third Design Institute. However, it is understood that the three hospitals have made great progress in standard design and management, and they have accumulated more experience in areas such as work, setting an example for other organizations.
