党的十五届三中全会《决定》指出:“扩大农村基层民主,实行村民自治,是党领导亿万农民建设有中国特色社会主义民主政治的伟大创造。”近几年来。各地在这方面做了大量工作,取得明显成效。但由于种种原因,村民自治发展还不平衡,民主选举、民主决策、民主管理、民主监督(以下简称“四个民主”)的实施尚不规范,一些地方还没有摆上日程甚至还有较大阻力,实行村民自治任务还相当艰巨。我们必须下大功夫,创造性地贯彻落实十五届三中全会精神,把村民自治事业不断推向深入。

We must make great efforts to creatively implement the spirit of the Third Plenary Session of the 15th CPC Central Committee and continue to push forward the cause of villager self-government.
