本文把社会资本理论应用于政府职能转变研究中,从社会资本的视角解释了政府职能转变的必要性、必然性和必须性,提出了政府在职能转变的过程中应当理顺政府与市场和社会的关系、提升公共服务质量、发挥社会组织的作用以及依靠法治,为政府职能转变研究提供了全新的角度和理论依据。
