2004年4月,中国医药企业管理协会、中国医药商业协会、中国化学制药工业协会以及北京等地方医药行业协会的13家协会负责人,联名致函国务院主管领导,要求终止已经实施5年的药品集中招标采购工作。国家医药卫生管理部门制定药品集中招标采购政策的初衷,一是希望利用药品集中招标采购,通过竞价方式解决药品价格虚高问题;二是希望通过公开招标程序,实现医院药品采购过程“阳光化”。据笔者分析,正是由于药品集中招标采购存在着一些问题导致良好的初衷没能实现。
In April 2004, heads of 13 associations including China Pharmaceutical Enterprise Management Association, China Pharmaceutical Business Association, China Chemical and Pharmaceutical Industry Association, and Beijing Pharmaceutical Industry Association jointly sent a letter to the competent leadership of the State Council demanding the termination of the five-year-old drugs Concentrate bidding and purchasing work. First, it is hoped that bidding and purchasing will be made through centralized drug bidding and bidding to solve the problem of high price of pharmaceutical products through bidding. Secondly, it is hoped that the “sunshineization” of the pharmaceutical procurement process will be realized through open bidding procedures, . According to the author’s analysis, it is precisely because of drug bidding there are some problems lead to a good original intention failed to achieve.
