《中共中央关于全面深化改革若干重大问题的决定》指出:“深化教育领域综合改革。……增强学生社会责任感、创新精神、实践能力。”创新,是一个国家和民族进步的灵魂。因不同类型的创新所需知识与能力结构存在差异,导致产生不同的创新型人才。但是,科技创新以及培养科技创新人才,是创新体系中不可或缺的重要组成部分,科技创新能力的高低将直接影响到国家综合国力的强弱。教育是推动创新与培养创新人才的主要阵地, The Decision of the CPC Central Committee and CPC Central Committee on Several Important Issues concerning the Overall Deepening of Reform pointed out: “Deepen the comprehensive reform in the field of education... Enhance students’ sense of social responsibility, innovative spirit and practical ability.” “Innovation is the soul of the progress of a nation and its people.” Due to different types of innovation required knowledge and ability structure differences, resulting in different innovative talents. However, science and technology innovation and training of science and technology innovation personnel are indispensable and important components of the innovation system. The capability of scientific and technological innovation will directly affect the strength and weakness of the comprehensive national strength of the country. Education is the main front for promoting innovation and training creative talents.
