2002年美国颁布的《英语习得法》明确了英语学习者习得英语、提高学业成绩的目标,确立了英语熟练标准和年度测试成绩三级目标的评价体系,改变了以往《双语教育法》规定的多元教学模式,弥补了以往语言学习和学业成绩评价体系的缺憾。然而,人们对英语迅速习得及学业标准是否过高,学业成绩评价体系是否公正一直持置疑态度。为满足英语学习者的特殊教育需求,美国联邦政府对该法案进行了及时的修正。
The English Acquisition Act promulgated by the United States in 2002 clarified the goal of English learners to acquire English and improve their academic performance, established the evaluation system of English proficiency standards and the third grade of annual test scores, and changed the previous provisions of Bilingual Education Law The multiple teaching model, make up for the past language learning and academic performance evaluation system defects. However, people are suspicious of the rapid acquisition of English and whether academic standards are too high or not, and whether the academic performance evaluation system is fair. To meet the special education needs of English learners, the federal government made a timely amendment to the bill.
