《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》中谈到主要奋斗目标和指导方针时提到:“必须把社会全面发展放在重要战略地位,实现经济与社会相互协调和可持续发展”。江泽民同志在《正确处理社会主义现代化建设中的若干重大关系》讲话中特别指出:“在现代建设中,必须把实现可持续发展作为一个重大战略。要把控制人口、节约资源、保护环境放到重要位置,使人口增长与社会生产力的发展相适应,使经济建设与资源、环境相协调,实现良性循环”。在党中央的文件中第一次使用“可持续发展”这一概念,引起了全国人民广泛的重视。所谓“可持续发展”绝非仪指经济继续不断地增长与发展。而是说在经济发展的同时,能控制人口增长,提高人口素质,合理利用资源,保护和改善环境等,使社会与经济能够持续、快速、健康发展的多元目标相互协调的新型战略。
