任何一国的外交都是与它的内政有关联的。一国的国内外政策,是这个国家政治生活的两个缺一不可的重要方面。从一般原则上讲,外交是内政在这个国家对外关系中的反映。换言之,外交实质上反映了这个国家对外部环境的要求和为实现这些要求所作的努力。所以,离开了一国的国内政治、经济的发展状况和趋势,外交就失去了依托。如果只孤立地看某些枝节的对外政策如何运作,孤立地看这个国家的外交家们怎样折冲樽俎、唇枪舌剑,那就把外交理解为纯“技术”问题了。
Diplomacy in any one country is related to its internal affairs. The domestic and foreign policies of a country are two indispensable and important aspects of the political life of this country. In general terms, diplomacy is a reflection of the internal affairs in this country’s foreign relations. In other words, diplomacy essentially reflects the country’s demands on the external environment and the efforts made to meet those demands. Therefore, without the development and trend of the domestic politics and economy in a country, diplomacy has lost its backing. If we only look at the external policies of certain branches in isolation and see how the diplomats of this country can turn their backs on their lips and their lips and lips, then interpret diplomacy as a purely “technical” issue.
