环境冲突的频发引起了社会各界的广泛关注。在“环境冲突”政府应对的行动选择上,地方政府通常遵循的是“不出事”逻辑与“策略式”应对,在具体的策略上主要是“运动式”应对、“利益共谋式”应对与“变通”应对并存。在这种情况下,地方政府不但未能充分实现对环境冲突的有效应对,反而囿于应对策略的失当使得社会风险泛滥和环境正义偏离。研究认为,革新环境冲突的地方政府应对方式是消弭环境冲突的必然途径,可以通过打破中心—边缘结构、改变泛政治化的行政取向以及重建多元协作的治理格局,来实现环境冲突的有效治理。
The frequent occurrence of environmental conflicts has drawn widespread public concern. Local governments generally follow the logic of “no accident” and the “strategic” response to the choice of action that the “environmental conflict” government should respond to. In specific tactics, the main action is “exercise” , “Common interests of interests” and “covert” cope with. Under such circumstances, local governments not only failed to fully realize the effective response to environmental conflicts, but also ignored the coping strategies that caused the proliferation of social risks and environmental justice. According to the research, the way of local government reforming environmental conflicts is the inevitable way to eliminate the environmental conflicts. It can achieve the effective control of environmental conflicts by breaking the center-periphery structure, changing the politicized administrative orientation and rebuilding the governance structure of diversified cooperation.
