“十一五”时期,是我区加快推进全面建设小康社会进程的关键时期。根据党的十六届五中全会和自治区党委《关于制定国民经济和社会发展第十一个五年规划的建议》精神,“十一五”时期我区经济社会发展的总体要求是:以邓小平理论和“三个代表”重要思想为指导,以科学发展观统领经济社会发展全局,继续深化改革,扩大开放,深入实施科教兴区和人才强区战略,调整经济结构,转变增长方式,推进社会主义新农村新牧区建设,加速农牧业产业化、新型工业化和城镇化进程,强化生态和基础设施建设,构筑我国重要的能源重化工业基地、绿色农畜产品生产加工基地和北方生态屏障。坚持以人为本,全面发展社会事业,努力建设和谐内蒙古。力争经济总量进入全国中等行列,城乡居民收入达到全国平均水平。
The “Eleventh Five-year” period is a crucial period for our region to speed up the process of building an overall well-to-do society. According to the spirit of the Fifth Plenary Session of the 16th CPC Central Committee and the Proposal on Formulating the 11th Five-Year Plan for National Economic and Social Development, the general requirements for the economic and social development in our region during the 11th “Five-Year Plan” period are as follows: Taking Deng Xiaoping Theory and the important thought of Three Represents and guide the overall economic and social development with the scientific concept of development. We will continue deepening the reform and opening wider to the outside world, deepening the strategy of rejuvenating the region through science and education and strengthening the ranks of qualified personnel, adjusting the economic structure, transforming the mode of growth, New rural construction of new pastoral areas, accelerate the industrialization of agriculture and animal husbandry, a new type of industrialization and urbanization, and strengthen ecological and infrastructure construction, building China’s important energy and heavy chemical industry base, green agricultural and livestock products manufacturing and processing base and the northern ecological barrier. Adhere to people-oriented, all-round development of social undertakings, and strive to build a harmonious Inner Mongolia. We will strive to bring the total economic output into the middle ranks of the whole country, and the incomes of urban and rural residents will reach the national average.
