本文从投入产出角度出发,选取农田灌溉用水量、林牧渔业用水量、工业总用水量、城镇生活用水量、农村生活用水量、生态用水量作为输入指标,国内生产总值作为输出指标,建立DEA模型,并用该模型评价了H市水资源的利用效率情况。从有效性角度分析了该市各业水资源利用过程中存在的问题,并提出要通过积极调整用水比例,转变粗放的灌溉用水方式等建议,为决策者科学制定相关政策提供参考。
In this paper, from the perspective of input-output, select the irrigation water, forestry, animal husbandry and fishery water, total industrial water consumption, urban domestic water consumption, rural domestic water consumption, ecological water consumption as input indicators, GDP as an output indicator DEA model, and use the model to evaluate the utilization efficiency of water resources in H city. From the effectiveness point of view, this paper analyzes the existing problems in the utilization of water resources in various industries in this city, and puts forward some suggestions to the policymakers in formulating the relevant policies scientifically by actively adjusting the proportion of water use and changing the mode of irrigation water supply.
