为了应对气候变暖给人类生存和发展带来的日益严重的威胁,低碳经济应运而生。低碳经济以“低能耗、低污染、低排放”为特征,其实质是寻求一种由高碳能源向低碳能源过渡的新型经济发展模式,把经济增长与碳排放量的增长脱钩,在发展经济的同时,通过低碳经济和低碳技术的运用减少二氧化碳排放,以有效应对气候变化,实现人与自然的和谐相处。发展低碳经济可以通过提高能源利用效率、开发利用可再生能源、改变高碳生活方式等多种途径来实现。
In order to cope with the increasingly serious threat to human survival and development caused by climate change, a low-carbon economy has emerged. Low-carbon economy is characterized by “low energy consumption, low pollution and low emission”. Its essence is to seek a new type of economic development mode from high-carbon energy to low-carbon energy and decouple economic growth from the growth of carbon emissions At the same time of economic development, carbon dioxide emissions should be reduced through the use of low-carbon economy and low-carbon technologies to effectively cope with climate change and achieve harmony between man and nature. The development of a low-carbon economy can be achieved through various means such as improving energy efficiency, developing and utilizing renewable energy, and changing the way of high-carbon life.
