十六大报告针对加强党的执政能力，提出了“五种能力”要求，十六届四中全会又提出了“五大能力”要求。其实，五种能力也好，五大能力也好，都分别可以与“对事”及“对人”联系起来。从这一意义上来说，执政党所强调的执政能力，实际上由“处事的本领”和“待人的本领”这两方面构成。中央今天倡导加强党的执政能力建设，说到底就是主张提高党员领导干部“处事”与“待人”的本领。
In the report to the 16th National Congress of the Communist Party of China, in response to the need to strengthen the party’s ability to govern, the “Five Competencies” has been put forward. The Fourth Plenary Session of the 16th CPC Central Committee has also put forward the requirement of “five capabilities.” In fact, the five abilities, the five abilities, are all associated with “right things” and “right people” respectively. In this sense, the governing power emphasized by the ruling party is actually composed of two aspects: “ability to handle” and “ability to treat others.” In the final analysis, the Central Government advocates strengthening the building of the party’s ability to govern in the final analysis as it advocates the enhancement of the “handling” and “treating others” of leading cadres of party members.
